8th Pay Commission HRA Estimates: Expected House Rent Allowance for Level 6-10 at 2.0, 2.1 & 2.57 Fitment Factors

The 8th Pay Commission will bring a significant change in the salaries and pensions of more than one crore beneficiaries of about 50 lakh central government employees and 65 lakh pensioners. Railway personnel, defence officers, and retired government staff will also benefit once the commission's recommendations are made, and they are expected to be implemented by mid-2027.

While most of the attention has been focused on the fitment factor, another significant component of employee compensation is the House Rent Allowance (HRA). HRA is a percentage of an employee's basic salary, so any increase in basic salary through a higher fitment factor would directly boost the monthly HRA.

What is the Fitment Factor?

The fitment factor is a multiplier used to revise the existing basic pay of central government employees whenever a new Pay Commission is implemented.

For example:

Existing Basic Pay × Fitment Factor = Revised Basic Pay

Although the government has not yet announced the final fitment factor for the 8th Pay Commission, estimates ranging from 2.0 to 2.57 are being widely discussed.

HRA Rates

Under current law, HRA is generally paid at:

  1. 30% of Basic Pay for X-Class (Metro) cities.
  2. 20% for Y-Class cities. 10% for Z-Class cities.

The following estimates assume these existing HRA rates continue after the salary revision.

Why HRA Matters

House Rent Allowance is a substantial portion of the salary of central government employees, particularly in metropolitan cities where accommodation costs are high.

As the fitment factor increases:

  1. Basic salary rises.
  2. HRA automatically increases because it is linked to basic pay.
  3. Other allowances and retirement benefits might also increase depending on government rules.

So employees could see a lot of improvement in their monthly earnings even if HRA percentages are unchanged.

Who will benefit from this?

The 8th Pay Commission is expected to benefit:

  1. Around 50 lakh Central Government employees.
  2. Around 65 lakh pensioners.
  3. Railway employees.
  4. Defence personnel.
  5. Family pensioners.

Apart from salary adjustments, pension calculations and retirement benefits are also expected to be updated under the new recommendations.

Final Decision Yet to Be Announced

Note that the government has not yet established the fitment factor or revised HRA structure under the 8th Pay Commission. The figures above are estimates based on the current pay matrix and the fitment factors of 2.0, 2.1, and 2.57, which are being discussed publicly.

The final salary structure will be influenced by the recommendations of the 8th Pay Commission and the Union Government’s approval. Once the commission report is issued in 2027, employees and pensioners will be able to get much clearer about what should be done.
