Monsoon Session 2026: Income Tax, MSME Reforms Among 5 Key Bills Government Plans to Introduce

The Union Government has announced its tentative legislative agenda for the Monsoon Session of Parliament, with five very important new bills that could impact taxation, the judiciary, MSMEs, civil registration, and national honour laws.

Also next the government will take up two pending bills from earlier sessions. They are the governance changes that would improve governance, enhance the ease of doing business, modernize legal frameworks, and improve administration.

Here are the five major bills that are anticipated to be introduced at the Monsoon Session.

1. Income-tax (Amendment) Bill, 2026

The Income-tax (Amendment) Bill, 2026, is one of the most closely watched proposals.

In the process, a bill will replace an existing ordinance and is aimed at strengthening India’s sovereign debt market, keeping foreign capital flowing into India through stable capital flows, and helping to maintain market liquidity.

The government has said the changes are needed as there is increasing global economic uncertainty, geopolitical tension, rising crude oil prices, and disruption in international supply chains.

The amendment will not only help the country to develop well over the longer term but will also make India’s financial markets more attractive to world investors.

2. As it stands, the Supreme Court (Number of Judges) Amendment Bill, 2026

There are also proposals to introduce legislation to increase the sanctioned strength of judges in the Supreme Court.

The new amendment would raise the number of judges on the Supreme Court from 33 to 37, excluding the Chief Justice of India.

But this would help to reduce the backlog of cases still to be resolved and improve the efficiency of the country’s highest court system.

The amendment would amend the Supreme Court (Number of Judges) Act, 1956.

3. Registration of Births and Deaths (Amendment) Bill, 2026

The government is going to tighten the rules governing the delayed registration of births and deaths.

In this regard, the amendment would amend Section 13(3) of the Registration of Births and Deaths Act.

The goal is to improve delayed registration and to defend civil registration records in the country.

They feel that more accurate and timely registration is going to improve public administration and the delivery of government services.

4. Prevention of Insults to National Honour (Amendment) Bill, 2026

Another important proposal is the Prevention of Insults to National Honour Act, 1971.

The government has not disclosed details of the amendment’s provisions, but it will include amendments to laws on respect for the National Flag, National Anthem, and the Constitution.

The exact nature of the proposed changes will only become clear once the bill is brought to Parliament in the future.

5. MSME Development (Amendment) Bill, 2026

The proposed Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, will be one of the major economic reforms in the session when the session is held.

The amendment will modernise the MSME Development Act 2006, as it is the current state of the art in India for the small business ecosystem.

Key proposed reforms include:

  1. Providing MSMEs with more ease in doing business.
  2. Launching a trust-based regulatory framework.
  3. Strengthening mechanisms to resolve delayed payment disputes.
  4. Better enforcement of arbitral awards for micro and small businesses.
  5. More flexibility for state governments in forming Micro and Small Enterprises Facilitation Councils.
  6. The establishment of more facilitation councils so that dispute resolution happens faster.

The reforms will improve the business climate of millions of MSMEs that are crucial for employment generation and economic growth.

Pending Bills Also On Government Agenda

In addition to the five new bills, Parliament is expected to consider two pending legislations:

  1. Foreign Contribution (Regulation) Amendment Bill, 2026, which amends foreign funding rules for organisations.
  2. Viksit Bharat Shiksha Adhishthan Bill, 2025, for reform of education.
  3. The bill is being debated by the Joint Parliamentary Committee and is to be discussed in detail then.
  4. Why These Bills Matter

The Monsoon Session should be focused on governance reform, economic development, judicial efficiency, and business facilitation.

Among the proposed legislations, the MSME Development Amendment Bill will attract the most attention from entrepreneurs and industry bodies, and the Income-tax Amendment Bill will be closely watched by investors and financial markets.
