The legislation is coming as the United States is still debating its own digital asset policy for the bitcoin market in the United States and the Clarity Act is still in the Senate.

The new law formally recognizes digital currencies as property and brings legal certainty to cryptocurrency ownership and trading. Under the legislation, approved crypto exchanges will be able to trade major digital assets like Bitcoin (BTC), Ethereum (ETH) and Tether (USDT), amongst other eligible cryptocurrencies.

Retail Investor Protection Measures
One of the key features of the legislation is an emphasis on protecting investors. Retailers must be able to pass a knowledge assessment before taking more risky crypto investments. The investment cap of 300,000 rubles per year is meant to curb speculation among the emerging investors (who are not experts in digital asset markets) and to encourage the public to participate more in digital asset markets.
Professional and institutional investors are not subject to these restrictions and can participate more in crypto trading and investment.
