An Offer for Sale (OFS) is a mechanism through which existing shareholders (government or promoters of a listed company) sell a portion of their stake to the public through the stock exchanges.

The government announces the number of shares available for sale. The floor price is fixed which is the minimum price at which investors can bid. Investors place bids through their stockbrokers during the OFS window. The stocks are allocated according to demand and the final discovered price.

In this case, retail investors often get a discount on the floor price, and therefore the offer is more attractive.
