TRAI Launches 1601 Calling Series to Combat Utility and Courier Impersonation Fraud

The Telecom Regulatory Authority of India (TRAI) has introduced a numbering series for service and transactional voice calls from eligible entities in sectors such as utilities, courier services and logistics. In this way consumers will be able to differentiate genuine business calls from ordinary mobile numbers widely used by fraudsters.

Such calls are becoming more common in the cyber space where fraud actors pose as employees or those who work in their companies. Fraudsters are now using regular 10-digit phone numbers to impersonate electricity departments, gas agencies, courier companies and other service companies.

Under the new framework the 1601 series will be rolled out in phases. The first phase will cover the utility and logistics-related entities. Electricity distribution companies, water utilities, city gas distributors and LPG distribution entities will be among those organisations that will be eligible to use the new numbering series. Courier companies, express logistics firms, parcel delivery providers and freight companies will also be under the first phase.

90-Day Migration Deadline

According to the Ministry of Communications, telecom service providers have been directed to verify, onboard and migrate eligible entities covered under Phase I within 90 days of the relevant order.

1601 numbers will be directly allocated to eligible organisations. Telecom operators will verify the credentials and eligibility of companies and assign these numbers from the designated series. It is to prevent unauthorised entities from accessing the numbering system.

Companies that receive 1601 numbers will also need to provide an undertaking confirming that the numbers will be used only for legitimate service and transactional voice calls. The dedicated series cannot be used for promotional or marketing communications.

Direct Allocation to Eligible Companies

Unlike other commercial communication systems that may have intermediaries or aggregators, the 1601 series will be issued directly to the eligible entities. Telecom operators will do the necessary verification before allocating the numbers.

The dedicated identity is expected to give consumers a further way to identify legitimate service-related calls. For example, customers who receive a call related to a utility service, parcel delivery or logistics transaction may be able to identify the call as originating from an authorised organisation using the designated numbering framework.

However, the 1601 series does not mean consumers should automatically trust every call associated with a service provider. People should continue to follow basic digital safety practices and independently verify suspicious requests.

1600 Series for BFSI and Government Calls

TRAI has already established the 1600 series for service and transactional calls made by organisations in the banking, financial services and insurance sector, commonly referred to as BFSI, and government organisations.

The new 1601 series will give other eligible sectors their own identifiable numbering system. This distinction will help consumers better understand the nature of incoming service calls while still identifying important financial and government communications on the existing 1600 series.

Phased Expansion Planned

The first phase of the 1601 framework will focus on utility providers and courier and logistics companies. The scope could then be expanded to include other eligible organisations that make genuine service and transactional calls to customers.

The initiative is particularly important because impersonation scams often rely on creating a sense of urgency. A fraudster may claim that a parcel has been blocked, an electricity connection is about to be disconnected, a gas service needs immediate verification or a payment must be completed quickly.

Hence, consumers should be cautious with the new numbering system. No legitimate caller should require customers to disclose sensitive credentials such as one-time passwords, PINs, passwords or banking information over the phone.

The 1601 framework is another step in making India’s telecommunications ecosystem more transparent and secure. TRAI has the power to build consumer confidence by giving eligible service providers a specialized identity which will make it harder for criminals to disguise themselves as representatives of trusted organisations.

The success of the initiative will be ultimately dependent on the right verification by telecom operators, timely adoption of the initiative by eligible companies and awareness of the consumers. Voice-based fraud continues to develop and regulation and responsible consumer behaviour will be critical to protect people from impersonation scams.
