Cabinet Approves GOBARdhan Scheme with ₹23,731 Crore Outlay

The Union Cabinet approved GOBARdhan, India’s National Unified Scheme for Compressed Biogas (CBG), with a budget of ₹23,731 crore for it. This landmark initiative aims at speeding up the production of compressed biogas, strengthen energy security, and promote waste-to-wealth projects across the country.

What is GOBARdhan?

GOBARdhan (Galvanizing Organic Bio‑Agro Resources Dhan) is designed to convert organic waste into valuable energy resources. The idea is to unite existing biogas projects under one umbrella, to streamline implementation, attract private investment, and ensure scalability.

The scheme will encourage farmers, entrepreneurs, and local bodies to set up biogas plants that can process agricultural residue, cattle dung, municipal solid waste, and other organic matter. The compressed biogas can be used as a clean fuel alternative to LPG, CNG, and diesel.

Strategic Importance

India’s energy demand is rapidly growing, and dependence on fossil fuels is also causing economic and environmental problems. GOBARdhan addresses these concerns through:

Reducing imports of natural gas and crude oil.

Cutting carbon emissions through renewable energy adoption.

Creating rural jobs in waste collection, plant operations, and logistics.

Improving sanitation by managing cattle dung and municipal waste effectively.

The scheme also aligns with India’s climate commitments under the Paris Agreement and is in full line with the government’s goal of net‑zero emissions by 2070.

Implementation Roadmap

The Ministry of New and Renewable Energy (MNRE) will oversee the rollout and will work with state governments, local organizations, and private investors. Financial incentives, viability gap funding, and guaranteed offtake agreements are expected to attract entrepreneurs to invest in biogas plants.

In addition, oil marketing companies (OMCs) will participate by purchasing compressed biogas and blending it with conventional fuels. This will create a stable demand pipeline and ensure commercial viability.

Looking Ahead

With ₹23,731 crore investment, GOBARdhan is going to change India’s waste management and renewable energy landscape. By converting waste into wealth, it is also the right kind of economic model for farmers, rural communities, and society at large.

If implemented successfully, GOBARdhan could make India a global leader in compressed biogas production and set an example for other countries pursuing clean energy transitions.
