The Maharashtra government announced a series of significant measures aimed at strengthening the regulation of driving licences and app-based bike taxi services across the state. The new rules, which will come into effect from August 1, are intended to improve compliance, enhance passenger safety, and bring greater accountability to the rapidly growing bike taxi sector.
One of the key changes is the requirement for a domicile certificate for applicants seeking a new driving licence in Maharashtra. From August 1, individuals applying for a fresh driving licence will have to provide proof of domicile in the application process. It should also be able to make the process of verification simpler and ensure that the applicant meets the eligibility criteria for the state.
Apart from the driving licence regulations, the government has also introduced new regulations for app-based bike taxi operators. Now operators will have to pay ₹5 per ride to the state government. This is going to make the sector more regulated and will also generate revenue for administrative and monitoring purposes.
The government has also insisted that 2% of every bike taxi fare be sent to a welfare fund to help bike taxi riders, government officials say. The fund is meant to help bike taxi riders who are dependent on the gig economy and to improve social security benefits. The measure is part of the state’s wider effort to strengthen protections for platform-based workers.
The new measures came at a time when the regulation of bike taxi services in Maharashtra is in jeopardy. Officials estimate that around 4 lakh to 4.5 lakh app-based bike taxis are operating without proper authorization across the state. If there is a legal framework in place for these services to be governed and safety and transport norms to be adhered to in our country, then it can be the government’s objective to hold the government accountable for this too.
The new regulations would be designed to make competition for all transport operators fair and for passengers and riders to benefit, the authorities said. The enforcement of services that are not regulated in the formal system would also be improved; licensing and operation disputes would be addressed.
Some industry players say the new rules will have a big impact on mobility apps for app-based mobility platforms in Maharashtra that are already employed in Maharashtra. Companies will need to make changes in their operations, fares, and compliance systems to adapt to the new rules. The additional charges will increase operating costs with the new ones, but supporters of the policy argue that the policy will be beneficial to them in the long run with improved regulation and welfare factors, and such measures can benefit the industry in the long run.
